Preface:

In 2000, at the APEC meeting in Brunei, we advocated for “ICT” to become the Brunei Goal. By the 2009 APEC CEO Summit, this led to U.S. President Obama issuing the "President’s Plan to Increase the Spectrum," ending a decade-long PDA nightmare in Silicon Valley and ushering in 16 years of prosperity. Now, advancement to “AICT” is required to meet the demands of the new techno-economic era — with the concrete infrastructure being the “AICT Control Center,” an “intelligent commercial link to universal businesses,” abbreviated as “iClub” (智樂部). This is not a social club, but a “Smart Link Platform” critical to national development and a key focus for 21st-century "Social Responsibility Investment" (SRI).

Fig 1: Schematic of the AICT Control Center

Origins

From 1982 to 1985, Taiwan’s industrial transformation failed, leading foreign businesses to withdraw and leaving behind unemployed people who can't find new jobs, and those who try to drive taxis are robbed. Chao Yao-Dong, who famously said “We cannot wait,” privately told us, “The government is powerless.” In response, we initiated "Social Responsibility Investment" (SRI) to achieve the “Rich Taiwan Plan,” investing “one dollar” (approximately USD 70 million) to develop the TPC chip and its reader (TRD — RF Transmitter), which was reported in the "Economic Daily News" and "Commercial Times" in December, 1989.

Fig 2: Economic Daily News report on the RF Transmitter

However, it took another 20 years (1989–2009) to widely deploy the “eStore” system — composed of satellites, TPC + C-Phone (TranSmart Card) + TRD as shown in Fig 3 — across 90 million square kilometers. During the 2020 COVID-19 pandemic, this system generated a non-cash economy worth “USD 36 trillion,” increasing SRI value by “514,000 times” and benefiting the world. By 2025, this figure is projected to explode to “USD 200 trillion”— far exceeding the total global GDP.

Policy Transcends Technology

As the saying goes, “Policy transcends technology.” Some monks have said, “The masses are ignorant,” especially when facing new objects, people’s instinctive reaction is “resistance.” As chosen prophets, we can only spread the good news year after year with a missionary’s compassion. Finally, in 1997, we had the opportunity to present the Genesis invention “TES” (The Electronic Store System) to APEC representatives in Vancouver — a new commercial mechanism breaking through time (t) and space (s) constraints for humanity.

Fig 4: “Global Channel–TES” as the Ark of Salvation

Coinciding with the Asian Financial Crisis, President Clinton needed "TES" to achieve a “multilateral trading system”—the Bogor Goal. Therefore, Linda Din, President of KSI (K-Horn Science Inc.), was invited to propose TES at the 1998 APEC, leading to the formulation of the “E-Commerce Constitution.” Subsequent years saw the refinement of necessary legislation and policies until comprehensive policies were finally in place by June 2010, miraculously reversing the situation and welcoming 16 years of prosperity.

TES and Its Sub-Inventions

The Genesis invention “TES” (Electronic Store System) has a long series of sub-inventions—including power chips, contactless sensing technology, cashless transaction systems, TranSmart chip cards and their readers, VAM & eStore, TSCM, ICT Control Center, internet telephony, sensing ATMs, entry security device (ESD), electronic toll collection for transportation (ETC), etc. In 2002, we commissioned the National Taichung Institute of Technology to form an Intellectual Property (IP) appraisal team. The conclusion of the Appraisal Report was “USD 23.4 billion.”

Fig 6: Appraisal Report and TES physical system

Global Market Projection

Invited by the Australian government, we formally proposed “Global Channel–TES” at APEC 2003 in Thailand. The organizers requested a table illustrating global market distribution. We listed 30 country markets with 5.154 million electronic stores (eStores), estimating output value at “USD 257.1 billion,” which representatives from various economies considered overly conservative.

Fig 7: Overview table of 30-country markets

Rebuilding the Global Economy

After contributing “IIA-TES” to rebuild the global economy at the 2009 APEC CEO Summit, former President Lee Teng-Hui wished to understand what we had contributed to the world at the APEC. He specially invited us to Cui Shan Villa on February 26, 2010, to explain the “Golden-net” for rebuilding the global economy.

Fig 8: Reporting the Golden-net to former President Lee

Upon receiving the gifted book, former President Lee immediately browsed it and happily said, “Taiwan needs this TES smart industry.” The “smart industry” is what we refer to as the “Two I’s—Intellectual Industry.” He was particularly interested in how TPC could construct a "USD 10-trillion Golden-net." He asked us to explain in detail and arranged for Linda Din, the “Mother of E-Commerce,” to report on “How to Increase Per Capita Income by USD 10,000 in class on June 19, 2010. He believed that TES integrates “intellectual property, international policy, and global markets” to form a global intellectual industry link platform — today’s "iClub" (智聯平台,Smart Link Platform). Thus, former President Lee wrote on the whiteboard: “USD 10 trillion ÷ 23 million people = 430,000 USD/person,” saying, “This should be regarded as a vision for national development.”

Fig 9: Former President Lee listening to the briefing on increasing per capita income

Our 2003 APEC Podium Proposal: “Global Channel–TES” and speaker Linda Din (Ding Lin-Hong) explained: TES uses radio-frequency (RF)–enabled “contactless sensing cards” (C-Phone) as the transaction instrument. Transaction data are automatically transmitted via intertelephone lines to the Control Center for processing, which then automatically notifies suppliers to restock, forming a closed-loop system. This promotes “technologicalization of traditional industries and intelligentization of technology industries,” cultivates 500,000 micro-enterprises, and creates employment opportunities for women — “One eStore One Business One Job.” It offers a safe and efficient new distribution channel — cashless transactions with automatic transmission — eliminating robbery incidents. Most importantly, it advances “hygiene and environmental protection” (through contactless sensing technology), earning the designation “Hygiene Initiative.” Indeed, when the COVID-19 pandemic spread globally in 2020, contactless, cashless transactions saved the world economy — reaching an annual transaction volume of “USD 36 trillion.”

Hillary Clinton warned at the 2009 APEC meeting: “There will be an 800-pound gorilla that, after eating the food, will wreck the entire kitchen.” This turned out to describe the behavior of transnational giants over the past 16 years. At the June 24 meeting, experts expressed concern that this was an omen of catastrophe; therefore, our proposed “iClub” is needed to turn the tide, while simultaneously establishing a regulatory valve for the cashless economy. Today, the application environment for AICT is increasingly taking shape, and we will fulfill our mission goal through “iClub.”

Positioning of iClub (Intelligent Club)

iClub” is the smart-link platform for cyber-physical integration advocated by Peter Li-Chang Kuo, the father of Taiwan’s precision industry. Centered on satellite communications and the “TranSmart Supply Chain Management System” (TSCM), its design logic, information flow, and dynamic control mechanisms foreshadowed and laid the backbone for artificial intelligence (AI) applications in information and communications technology (ICT) and the real economy — the vast benefits of a globally connected intelligent commerce network of “eStores.” At the same time, in response to the runaway surge of global “cashless transactions” (C), now exceeding "USD 200 trillion," we join forces with industry, academia, and research experts to build a safety braking system for the digital economy — a founding symbiosis that tightly binds humanistic care with technological value creation, taking the first step toward a century-long business opportunity.

Why You Need to Participate in “iClub”

Forty years ago (1986), to address structural social problems — unemployment and robbery — we invented “TES,” helping the underprivileged break through constraints of time (t) and space (s). At APEC, it was called the “Total Economic Solution” (TES). In the past, people built bridges, roads, and seaports and airports to benefit future generations. Today, facing the new technological-economic era, we need jointly build our own intelligent commerce platform. The philosophy of “iClub” is not to create another labor system, but to unite everyone willing to strive for the next generation, jointly building a digital public infrastructure that provides a stage for innovators, opportunities for SMEs, and a future for the youth. Your participation today gives the next generation greater competitiveness; your support today is a step toward Taiwan becoming a great nation. A smart-link platform benefiting all begins with joining “iClub.”

The Public-Benefit Positioning of “iClub

1. Not donating money, but co-building the next generation’s public infrastructure:

In the past, infrastructure such as roads, ports, and electricity transformed Taiwan. However, the true public infrastructure of the future will be the intelligent commerce link platform shown in Fig 1. Every participant is a co-builder of the next generation’s digital infrastructure.

2. Not for a few, but co-creating opportunities for all:

If the smart-link platform can lower the threshold for SMEs, young entrepreneurs, and rural businesses to enter the global market, its public-benefit value lies in enabling more people to participate fairly in the economy, rather than benefiting only large enterprises.

3. Not just for today, but paving the way for the next generation:

Those who participate today are not merely supporting an initiative; they hope the next generation will live in a more peaceful, prosperous, and thriving society. If you are willing to support today, the future offers the opportunity to own your own platform and greater development space, becoming what we advocated at APEC— the “Center of the Maritime Century” — breaking free from the fate of an island economy.

Fig 10: Center of the Maritime Century

4. “What might you lose by not participating?”

If we do not seize this strategic opportunity now to establish the “iClub” (smart-link platform), the future may leave us dependent on platforms built by others, and the next generation will remain constrained by subcontracting roles.

One person, one share of heart;

Smart-link connects the world.

Today’s iClub,

Tomorrow’s prosperity for global families.

Founding Member Participation Plan:

1) Preferred Individual Member: USD 1,000;

2) Honorary Individual Member: USD 10,000;

3) Strategic Partner Member: USD 50,000;

4) Payment of membership fee.

5) Completion of registration form (for lottery purposes).

Membership fees are primarily allocated to advancing the project’s legal affairs, intellectual property (IP), and governance structure establishment. This includes alignment with international IP frameworks—such as WIPO, TRIPS, and the Berne Convention—covering documentation, procedures, and professional services, as well as promoting the “VAM-IP AR Auction” to secure advanced resources.

Benefits for Founding Members:

Should enterprises incubated under this initiative meet eligibility criteria and successfully list on the stock market, founding members will, subject to board resolution, be entitled to a lottery right for “100 shares.”

Equity Analysis:

At the 2009 APEC Leaders’ Meeting, our team responded to a question from U.S. representatives: “One dollar cannot directly become 300 dollars — this is precisely why money-game players caused financial catastrophes.” However, when we fragment “one dollar” to manufacture the TPC chip, then produce the TranSmart Card and its reader (TRD), forming a new "tech-economic system" (TES), it becomes possible to increase its added value to “300 dollars” — as illustrated in Fig 9.

Fig 11: Flowchart of value increase from 1 dollar to 300 dollars

Between 1986 and 1989, our team invested “one dollar” —approximately "USD 70 million" — to develop the TranSmart Card and its reader (TRD). Following subsequent years of optimization and the promotion of the "E-Commerce Constitution" at APEC 1998, we commissioned the National Taichung Institute of Technology in 2002 to form a appraisal team to assess its worth. The conclusion was “USD 23.4 billion” (Fig 6). Dividing USD 23.4 billion by the USD 70 million already expended yields “334—meaning a 334-fold value increase.

In 2002, a Merrill Lynch team conducted due diligence in Taichung. Based on the Appraisal Report and live demonstration of the TES system, they provided a valuation of “USD 250 per share.” However, since contributing to the way of "rebuilding the global economy" at APEC CEO Summit 2009, the U.S. "President’s Plan to Increase the Spectrum" has been implemented. "The Electronic Store System" (TES) has been progressively deployed across 90 million square kilometers, ending a decade-long PDA nightmare in Silicon Valley and ushering in 16 years of prosperity. During the COVID-19 pandemic, cashless transactions enabled by the TranSmart Card and TRD reached as high as “USD 36 trillion.” Based on the above projections and market validation results, we present the following financial value-add analysis:

SRI Financial Value-Add Analysis:

Because the elements of “iClub”—TES, TPC, TranSmart Card, TRD, and APEC policy advocacy—are essentially “Intellectual Capital,” their value derives primarily from market creation rather than equipment depreciation. Based on the above information, we organize the analysis into the following three stages:

1. Stage One — IP Value-Add Analysis (19862002):

Initial Social Responsibility Investment (SRI) input was “USD 70 million.” By 2002, IP valuation was completed at “USD 23.4 billion.” Thus, “23.4 billion ÷ 0.07 billion = 334,” representing an IP value-add multiplier of “1:334.”

2. Stage Two — Market Projection Validation:

At APEC 2003, we proposed a 30-country market estimate: “5.154 million eStores, market size USD 257.1 billion.” Therefore, the value-add multiplier is: “257.1 ÷ 23.4 = 11,” and “334 × 11 ≈ 3,673.” The progression from 1986 SRI input → 2002 IP formation → 2003 market formation can be expressed as “1 → 334 → 3,673.”

3. Stage Three – Actual Market Validation (2020):

Most importantly: “2003 was not merely a projection, but underwent 17 years of market validation.” During the COVID-19 pandemic, the contactless economy (Hygiene Initiative) was confirmed: global non-cash (Cashless) transactions reached “USD 36 trillion.” Comparing this to the 2003 estimate: “36 trillion ÷ 257.1 billion ≈ 140 times,” meaning “the market size was 140 times larger than originally estimated.”

In summary, the “one dollar” (approximately USD 70 million) of "Social Responsibility Investment" (SRI) poured in 1986, through intellectual property formation, APEC policy promotion, and global market validation, corresponded by 2020 to a global cashless transaction market of “USD 36 trillion.” According to this analytical model, “140 × 3,673 ≈ 514,000— meaning the overall value-add multiplier reached approximately “1:514,000,” far exceeding the scope understandable by traditional accounting. The key point is that we purely benefited the world without putting a single cent in our own pockets; however, entering the era of the "iClub" (Smart Link Platform) changes this. If SRI can generate such energy to improve society, what reason do you have not to participate?

To pluck one hair and benefit the world — why not rejoice in doing so?

Peter Li-Chang Kuo, the author created Taiwan's Precision Industry in his early years. Peter was a representative of the APEC CEO Summit and an expert in the third sector. He advocated "anti-corruption (AC)/cashless/e-commerce (E-Com)/ICT/IPR/IIA-TES / Micro-Business (MB)…and etc." to win the international bills and regulations.
