Foreword: In 2000, Brunei proposed "ICT" as a Brunei Goal at APEC. In 2009, the APEC CEO Summit urged US President Obama to issue the "President's Plan to Increase the Spectrum," ending a decade-long nightmare for Silicon Valley 's PDAs and ushering in 16 years of prosperity. Now, we need to advance to "AICT" to adapt to the needs of the new techno-economic era — specifically, building an "AICT Control Center"— a "commercial link to the universal businesses" (club for short) — not a social club, but a crucial turning point for humanity in the 21st century.
